    The International Monetary Fund has canceled a planned meeting over Mozambique's standing credit facility after allegations emerged that the country failed to disclose how much it owes creditors.[TAKE VO]Director of the funds' Africa department, Antoinette Sayeh said the IMF probed the borrowing after it emerged that bonds sold to investors for a tuna-fishing fleet actually funded Mozambique's defense and security sector. The IMF said the undisclosed borrowing reached a billion dollars through Credit Suisse group and Russia's VTB Bank. The IMF last year agreed to loan Mozambique 286 million dollars to help cushion its economy following deep declines in commodity prices and the value of its currency.

A long-term agreement was signed following Thursday's talks for purchase of pulses from Mozambique for India. Two other memorandums of understanding were also signed - one on cooperation in the fight against drug trafficking and the other on youth affairs and sports. The Prime Minister said health care was another area in which India's capacities and Mozambican needs match well. Modi also stressed on the safety and security of the people of the two countries. "President Nyusi and I recognise that terrorism is the gravest security threat facing the world today," he said "Mozambique and India are no exceptions. Terrorism impacts India and Mozambique equally. The networks of terror are inter-linked with other trans-national crimes." He said the agreement signed between the two sides on prevention of drug trafficking was a testimony to the shared determination to combat the menace of terrorism and its networks. Modi said he and Nyusi have agreed to strengthen the bilateral defence and security relationship in view of the emerging strategic and security challenges in the maritime domain. At a banquet hosted in his honour by Nyusi, Modi said that India wanted to build on its already flourishing trade and investment ties with Mozambique. He said India applauded Mozambique as one of the fastest growing economies of the world in recent decades. "Our trade and investment ties have particularly flourished in recent years," he said. "We want to build further on it. For this, India remains ready and committed to share its experiences, technology, capacity and concessional credit with Mozambique, in line with your priorities." Mozambique is the destination of around a quarter of India's investments in Africa totalling around $8 billion. Modi also visited the Mozambique National Assembly and met its President Veronica Macamo. "Prime Minister lauded the fact that 93 out of 250 Mozambican parliamentarians were women," External Affairs Ministry Spokesperson Vikas Swarup told the media. "He invited Macamo to lead a delegation to India and also called for the formation of a group of young parliamentarians from both countries," he said. Modi later visited the Centre for Innovation and Technological Development (CITD) at Maluana near here that has been built with Indian aid and interacted with students. The CITD is situated at the Science and Technology Park, built with an Indian line of credit. The Prime Minister planted a sapling of African mahogany and donated four buses to the centre. Earlier on Thursday, Modi was accorded a ceremonial welcome after his arrival in Maputo on the first leg of his four-nation Africa tour. He is scheduled to interact with members of the Indian community in this southeast African nation before leaving for South Africa in the evening. This is Modi's first official visit to mainland Africa and is also the first prime ministerial visit from India to Mozambique in 34 years since the visit of then Prime Minister Indira Gandhi in 1982. Apart from Mozambique and South Africa, he will also visit Tanzania and Kenya during his African sojourn.

After singing the national anthem and a prayer, including some other formalities, Mnangagwa proceeded to address those gathered. In his address, he reiterated that Zimbabwe is open for business. Mnangagwa mentioned that the land reform program will not be reversed, however, the previously required 51% local ownership of businesses has been reversed with the exception of Diamond and Platinum mines. He further stated that there are some industries in businesses, such as hair salons, which are reserved for the people of Zimbabwe to create employment, and in which foreigners would need to seek permission because “Zimbabweans are capable” of creating employment in these industries. He went on to add, “But the rest is open for business and investment is welcome.” He even added that those who still don’t feel welcome should call his office and he would have “a red carpet rolled out for them!” Thereafter he allowed Zimbabweans who were gathered to ask questions. One of the questions asked concerned the diaspora vote and whether Zimbabweans living abroad would be allowed to vote at their respective embassies without the need to return to Zimbabwe. Mnangagwa said, "No diaspora is denied a vote... you can come home and register... however, as a government we would also want to have diasporans vote in the country which they [currently reside in]. Currently, we don't have logistical capacity to facilitate that desired end." He further added that, "Currently the limitation is not about us accepting our duty to facilitate voting by our people in the diaspora. Our limitation is on the basis of our capacity to implement..." Incidentally one wonders what the duties of the Zimbabwean embassies around the world include. They don't issues passports and other documents and it's difficult to contact most of them. In a separate, unrelated question, he was asked if he would be returning the Airport in Harare back to its former name. The International Monetary Fund has canceled a planned meeting over Mozambique's standing credit facility after allegations emerged that the country failed to disclose how much it owes creditors.[TAKE VO]Director of the funds' Africa department, Antoinette Sayeh said the IMF probed the borrowing after it emerged that bonds sold to investors for a tuna-fishing fleet actually funded Mozambique's defense and security sector. The IMF said the undisclosed borrowing reached a billion dollars through Credit Suisse group and Russia's VTB Bank. The IMF last year agreed to loan Mozambique 286 million dollars to help cushion its economy following deep declines in commodity prices and the value of its currency.

Een vloot vissersboten die werkloos ligt te verroesten in de haven van de Mozambikaanse hoofdstad Maputo. Ze zijn een symbool geworden van een van de grootste fraudeschandalen in de recente geschiedenis van Afrika. Leden van de regeringspartij in Mozambique hebben honderden miljoenen dollars verduisterd die de lokale visserij ten goede hadden moeten komen. Het land had voor 2,5 miljard dollar aan staatsobligaties uitgegeven, waarvan 850 miljoen via een in Nederland gevestigd bedrijf werden binnengehaald bij internationale banken en investeerders. Aangezien het geleende geld niet is gebruikt voor de opbouw van Mozambique, moet de internationale gemeenschap nu bijspringen met voedsel- en noodhulp voor de bevolking. Mozambique groeide na het einde van de burgeroorlog uit tot een van de rijzende sterren van het continent. Sinds de vondst van gas en olie stromen euro's en dollars het land binnen. De belofte van Mozambique was zo groot dat regeringsofficials miljarden konden lenen, zonder medeweten van de internationale donoren die het land op de been houden. De regering leende in 2013 850 miljoen dollar voor de aanschaf van 24 gloednieuwe vissersschepen, voorzien van alle moderne technieken. Het zou de bevolking werk en voedsel moeten verschaffen. Een jaar later verschijnen de boten in de haven van Maputo, maar nu blijkt dat ze zelden worden gebruikt. Ook de aangekochte speedboten voor de marine, die de vissersboten zouden moeten beschermen tegen piraterij, liggen te verroesten in de haven. Als het geld niet is gebruikt voor visvangst, wat is er dan wel mee gebeurd? De Mozambikaanse onderzoeksjournalist Erik Charas noemt de vissersvloot een dekmantel. "Dit ging helemaal niet om vis. Het ging ook helemaal niet om Mozambique. Het was gewoon een grote leugen om corruptie te verbergen." De miljoenenlening aan Mozambique werd georganiseerd door de internationale banken Credit Suisse en de Russische bank VTB. Het geld werd binnengehaald via een bedrijf met de naam Ematum bv, dat is gevestigd in Amsterdam. "Het bedrijf staat geregistreerd in Nederland, maar alleen op papier", zegt Charas. Het bedrijf wordt beheerd door het Nederlandse trustkantoor TMF. Charas vindt dat de Nederlandse regering zich verantwoordelijk moet voelen voor dit schandaal. Ook al zegt TMF niets illegaals te hebben gedaan. "Als Nederland niet het Panama van Europa wil worden, moet de regering dit zeer serieus nemen", zegt de onderzoeksjournalist. "Het voert te ver om te stellen dat eventuele misstanden die lokaal hebben plaatsgevonden, zijn gefaciliteerd door TMF en de andere bij de transactie betrokken partijen", zegt het trustkantoor in een reactie. "Mocht er inderdaad sprake zijn van misstanden dan is de enige juiste conclusie dat personen of organisaties misbruik hebben gemaakt van geld dat beschikbaar is gesteld door professionele beleggers voor de ontwikkeling van de Mozambikaanse economie." Afgelopen weken kwam aan het licht dat het schandaal nog veel omvangrijker is. Onderzoekers ontdekten dat via geheime constructies nog eens 1,4 miljard dollar is geleend. Dat geld bleef buiten de begroting en ging buiten medeweten van het parlement en de internationale donoren om. Mozambique is nu nagenoeg failliet. De gasprijzen zijn wereldwijd gedaald en de nationale munt is in elkaar geklapt, waardoor het terugbetalen van de leningen onmogelijk wordt voor de regering. Het raakt de Mozambikaanse burgers hard. De voedselprijzen in het land zijn in korte tijd explosief gestegen. "Banen zullen verloren gaan en ons geld gaat devalueren", zegt onderzoeksjournalist Charas. "Het land moet dit betalen, terwijl het geld van de lening naar een paar mensen is gegaan. Voor het land heeft het niets goeds opgeleverd." Het IMF heeft zijn hulpprogramma voor Mozambique stopgezet, nadat duidelijk werd dat de Mozambikaanse minister van Financiën in het geheim leningen afsloot, zonder medeweten van de internationale donoren. "Met het geheimhouden van leningen probeerde Mozambique overduidelijk corruptie te verbergen", zei IMF-topvrouw Christine Lagarde eerder daarover. Ook de Nederlandse financiële steun aan het land is stopgezet. Het gaat in totaal om 10,2 miljoen euro aan steun voor de water-, gezondheids- en welzijnssectoren. Minister Lilianne Ploumen van Ontwikkelingssamenwerking is verontwaardigd. "Nederland, het IMF en andere doren hebben naar aanleiding van deze vertrouwensbreuk een duidelijke boodschap afgegeven dat het geen business as usual is met Mozambique", zegt Ploumen. Ondertussen leven door de droogte ruim 1,5 miljoen Mozambikanen van voedselhulp, dat wordt betaald door internationale donoren. Charas vindt dat de voedselhulp het corrupte systeem in stand houdt. "Als mensen de crisis die dit wanbestuur veroorzaakt aan den lijve zouden ondervinden, zouden ze de bestuurders wegstemmen. Door ons te voeden, wiegen ze ons in slaap. Als we in opstand willen komen, zullen we de pijn moeten voelen."

Six U-S military cargo planes, six helicopters and up to 600 troops have been sent to the region. The death toll is thought to run into the thousands, and up to 15-thousand people are still stranded in a river valley. As the rescue operation continues, those who have been relocated are getting help with rebuilding their lives. 00.03 On Saturday, tons of aid from around the world poured in to Mozambique. 00.08 The first of three planeloads of boat teams arrived from Miami area in the U-S. 00.13 SOUNDBITE: (English) "The mission we have been given by the Agency for National Development is to perform rescue operations. Padma Veeraraghavan, (a disciple of yester-year stalwarts Ariyakudi Sri. Ramanuja Iyengar and Palghat Sri K.V.Narayanaswamy). He began performing classically in 1999, won the National level Music Competition held by All India Radio in 2007 (Carnatic Instrumental category) and became an All India Radio grade artist in the same year. He is also the recipient of the Bharath Kalachar and CCRT Central Government Scholarships. As a singer his rendition of “Ennamo Yedho” from the movie KO composed by Harris Jayaraj topped the music charts for several months in 2011 and won him the Filmfare Award for Best Male Playback Singer – 2011. To date he has more than 300 concerts to his credit. Holding down the rhythm is drummer Jeoraj George. After graduating at the top of his class from DRUMTECH in London, George returned to his home of India in 2005 and began conducting critically acclaimed workshops and masterclasses for various cultural festivals, music schools and music companies like IIT Sarang, Musee musical School Of Music, Unwind School of music and Furtados. When not playing with Project YUJ, he is a first-call session musician for various international Grammy-award winning jazz, pop, and rock artists/composers including A.R. Rahman, Amit Heri, George Brooks, Keith Peters. He has also supported classical artists including Sudha Raghunathan, Thiruvaroor Vaidyanathan and others. Rounding out the group is Leon James, a 20-year old keyboardist, programmer, arranger and composer from Chennai. Although the youngest member of the group, he was awarded the best keyboardist by A.R. Rahman during a popular band hunt show in Chennai and was also awarded the same by Yamaha for the South Indian Asian Beats Contest. He has played for International Music Festivals like Fete De La Musique, Indigo Jazz and Blues Music Fest, Chennai Global Music Festival and also performs at corporate Events and Pro Shows in the Western and Indian Film Music Circuit. Although the sole instrumentalist in the group accompanying the harmonic role, he, like his band mates struggles to define the sound of the music. There’s a real array of influences, from jazz-rock guys like Chick Corea, John Mclaughlin, Victor Wooten and Vinnie Colaiuta, to Indian classical and other world music styles, said James.I guess you could call it Neo-Carnatic Funk. We’re really excited about the potential behind the music of Project YUJ said Aalaap Raju after the initial sessions. We’ve really defined our voice and are beginning to pick momentum and intensity, compositionally and improvisationally. I think audiences will be sharing in this enthusiasm. Indeed when musical life starts at this level, great promise lies ahead. This is the clarion call of Project YUJ, India’s newest genre-defying fusion ensemble. Yuj, a Sanskrit word that means to join or to concentrate, is indicative of the group’s manifesto to bring out and fuse its multitude of influences into a whole that is greater than the sum of its parts. The group members diverse musical backgrounds and formidable chops allow for flights of improvisational freedom and virtuosity while still maintaining accessibility and musicality. At present, there are not many groups in India, and South India specifically, that are really trying to improvise and authentically fuse all of these disparate styles while staying true to the vital aspects of each, said Prakash Hariharan, the group’s electric mandolin player. We want to honor the musicality of these styles and at the same time look beyond the confines of a genre to create something new, original and accessible. This isn’t something that music fans in India have as much of locally, and we are thrilled to move forward and start offering it.
